According to Kazak news sources, the Minister of Finance of Kazakhstan signed an order on April 6, 2026 to revise the customs inspection and examination regulations. The new rules shall come into force officially on July 12, 2026, covering all goods cleared through Kazakhstan Customs and relevant enterprises.
The core revisions of the new regulations are specified as follows:
-
The conduct of customs inspection/examination shall be decided by the competent department authority or the person in charge of the national tax authority (or the acting person in charge in case of vacancy), based on the business memorandum of authorized customs inspection officers.
-
Customs inspection/examination shall be conducted in accordance with the law without applying the above decision procedure under any of the following three circumstances:
- A risk alert is triggered by the automatic customs risk management system;
- X-ray images from customs scanning are marked as suspicious;
- Information recorded in the digital system of tax authorities explicitly indicates the necessity of customs inspection.
-
Once an alert is issued by the automatic customs risk management system, a notice on taking preventive and risk mitigation measures (customs supervision) shall be printed and issued, or delivered via the digital system.
-
If the digital system of the national tax authority supports electronic registration of customs inspection/examination records, paper-based registration shall be exempted.
All cross-border trade enterprises, logistics companies and customs brokers are reminded to familiarize themselves with the new rules in advance, prepare customs clearance documents and standardize declaration procedures in strict accordance with the requirements, so as to ensure smooth goods clearance.
After the implementation of the new regulations, all the above provisions will be strictly enforced. Please closely follow the subsequent official enforcement interpretations issued by Kazakhstan Customs, and avoid cargo detention and clearance delays caused by unfamiliarity with the new rules.
