Customs Announces | Announcement on Launching Full Coverage Pilot of "Separation of Licenses and Licenses" Reform

The announcement shows that, in accordance with the spirit of the "Notice of the State Council on Carrying out the Full Coverage Pilot Reform of" Separation of Licenses and Licenses "in the Pilot Free Trade Zone" (Guo Fa [2019] No. 25), the General Administration of Customs has decided to start from December 1, 2019. Carry out a full coverage pilot reform of "Separation of Licenses and Licenses" for business licensing matters related to customs. The relevant matters are hereby announced as follows:

1. the two items of "approval to filing", implement the reform of "approval to filing" for enterprises registered in the pilot free trade zone to apply for "customs declaration enterprise registration"; nationwide, implement the reform of "approval to filing" for "export food production enterprises.

2. the "Implementation of Notification Commitment" 1 to implement the "Implementation of Notification Commitment" reform on the "Port Health Permit (involving public places) issuance" of port areas within the scope of the National Pilot Free Trade Zone.

3. 12 items of "optimized examination and approval services" nationwide, for "inspection license for import and export commodity inspection and appraisal business", "port health license (involving food and drinking water)", "approval for establishment of duty-free shops", "approval for establishment of bonded logistics center (type A)", "approval for establishment of bonded logistics center (type B)", "identification of units engaged in entry and exit quarantine processing business", "approval for establishment of export supervision warehouse", "approval for establishment of bonded warehouse" and approval of customs supervision of goods storage "registration of production, processing and storage units of exit animals and their products and other quarantine objects", "Registration of production, processing and storage units of exit plants and their products and other quarantine objects" and "Registration of domestic consignees of imported solid waste that can be used as raw materials" implement the reform of "optimizing examination and approval services.
